    really do not know date as not marked but guess to  be 90's. called a general purpose or gp strap. snaps are approx 2" long. strap including snaps is  approx 28.5" long and  is  2" wide, it is a double nylon strap the same one on top of the other.only 4 can go first class mail, by weight. more will have to go priority mail padded envelope in usa.NOT SURE IF GI OR MADE BY GI MANUFACTURER TO GI SPECS IN SAME FACTORY
